My understanding is the fire control type and positions in the ship designer are exclusive to the main guns*. They don't affect the secondaries at all. So I'm not sure how the AI determines what to shoot at with the secondaries but the fire control type and number of positions are unrelated. *There is however, a check box for secondary directors in the Secondary Guns area. Once you have the tech for that then you can install independent directors for the secondary guns by clicking on it. Before that the secondaries are assumed to be under manual, local control.

Secondaries, so far as I am aware, have no relationship whatsoever with main battery fire control. Hence the separate checkbox for secondary directors.

No, in that sense there are three different targets that a ship can fire with its AI at in the same turn: 1 main gun(s) target 1 secondary and tertiary guns target 1 torpedo target If you use captains mode you might get both an AI and a manual torpedo firing in one minute turn, even at different targets. posted this a little over a year ago. I was under the impression that secondaries / tertiaries could fire at two different targets - one on each side of the ship.

I just do Admiral mode so the tactical differences between AI and human largely cancel out. Thus, I feel a real need to research doctrines and savor my tactical victories when most of my fleet is wandering in undesirable directions Anyhow, the limit on the number of simultaneous torpedo targets is largely OK with me for RTW not trying to go much beyond WW1. OK, it ignores browning shots which were a thing even then, but I can live with that. But for RTW2, I hope things change there. WW2 ships often could only have 1 aimed shot (per side) at a time, but they had the torpedo batteries to do "area fire".
