It was in RTW1 as well, but the automatic ship designer likes to design CLs with double and triple turrets even when you don't have the required technology. It also makes a lot of CA designs with double or triple turrets instead.
Maybe it's missing templates for mid-1920s cruisers?

Are bombardment targets supposed to have catapult planes?
EDIT; According to the post-battle results, it didn't actually have any aircraft, just the capacity and the catapult.
The only 2 planes in the battle were on one of my cruisers. Speaking of the floatplanes on my cruisers, they don't seem to be repairing in battle. I get the message that a plane has been repaired, but they're all still damaged. Also, most of my planes seem to get damaged either before the battle or during it, even if the ship never shoots or gets shot at, or uses the planes, during the battle. Even if they're supposed to take damage from sitting in the hangar (which seems a bit odd to begin with; and yes, my cruisers do have hangars, it's not just the weather or anything like that), having 4 planes on 2 cruisers (one of which hasn't taken any damage) out of action almost the entire battle seems a bit unrealistic.
I'm in the middle of a shore bombardment mission now. It started at dusk, and the target was well within Pensacola's defensive minefield, so there was nothing I could do until morning anyway. I cruised around, sank a few ships while I waited for morning. When morning arrived, I was already in position to attack the target. Luckily, it was just in range of my 6" guns, so I started pounding away at it. I also had 2 planes that weren't already damaged (interestingly, both were on the ship that had been damaged in a nighttime battle with a few enemy cruisers). I loaded them both up with their 250lb bombs and sent them on their way. They didn't score any hits, and I waited for them to return, intending to try again.
I'd stopped (since I was shooting at something that couldn't shoot back), but they refused to land, until I ordered my ships to 10kts. Then, I stopped again, and sat there for several hours. Since then, I've had at least 4 messages telling me that planes have been repaired, but they haven't.

Plane that stat battle damaged is an intended feature, to represent general mechanical break downs etc that oft plague unreliable models. Even if properly stored it’s not impossible for temperental models to have issue before the battle. Also I believe there is some bug currently with the demo seaplanes, mentioned in an earlier post. Hope all is sorted out for the 1.00 release tho

I know, but started with half of my planes damaged and having the other half get damaged over the first couple of hours seems a bit excessive, especially with hangars.

you seem unable to build rebuilt designs in this demo. I assume this is a bug since you could do that in 1 I wish people would stop going on about this. If you could build rebuild designs, you'd be able to design a rebuild of an armoured cruiser into a light carrier, not start the rebuild, and then build a carrier effectively from scratch, which defeats the whole point of the game. Surely the game can be set up to simply not allow you to lay down that CVL rebuild design. Have the devs said that's why this isn't allowed, and that it's not a bug?

I've had some floatplanes fixed during an engagement. I wish cruiser floats were a tad easier to use.

No, but it seems like the most logical explanation.

Posting here as the main bug reporting thread hasn't been opened yet. No problems with demo but release would not start on my laptop, gave an message "(error: 00000002) Unable to obtain lock!" It seems to be specific to my laptop, MacBook Pro 12,1 running Windows 10 build 17763.

Release version: It seems game and historical budgets give you same starter fund and same budgets (e.g. with Austria and Japan).
