There is a manual build option when starting in 1900, but not in 1920. It would give the player too much opportunity to create a tailor made legacy fleet. The 1920 start is intended to saddle the player with a mixture of old junk and some fairly modern ships.

It does give some odd loadups occasionally. I just got entirely sub 20 knot battleline as Japan. But hey, at least the pre-dreads can still make battleline speeds.

I'd rather have half the starting money and the ability to at least make a force that is even a little bit coherent in terms of line speed/range.
Having to specifically look at every single ship class to have an idea of what it is for is obnoxious and time consuming.
Also, Balance is a weird concern for a completely optional setting in an Alt-History Sandbox game.

I also got a very odd legacy fleet when I fired up the demo. Many dreads and predreads (tons of predreads honestly) and a couple of quite odd CA designs. One of them was a funny little semi-BC with 10" mains and 8" secondaries in double turrets.

That explains it. The short ranged and cramped accommodations ships were an unpleasant surprise!

While I agree it gives player too much control if he wants... But then, I hoped to be able to create historical fleet for 1920 start...

I agree with there being no manual build option for 1920 but would it be possible to add a historical fleet option with real ships sometime in the future?

System of legacy fleet in 1920 is perfect, thank for that solution. However I would like point several strange things. It does not mean any bad, just thinking how it could be much better.It is same for player as AI.
UK
- a lot of short range ships or ships with cramped accomodation (non-logical with such colonial empire)
- very often it happened that UK has even with very large fleet no battlecruiser with better than 12" guns - it is very unlikely as UK is ahead in guns caliber whole time and other catch up just around 1920 Japan - same as UK, a lot of shor range ships or ships with cramped accomodation USA - very lot ships with 11" and 12" guns, very unlikely
Destroyers - a lot of large and fast destroyers (1000 tons) build quite early (1905 etc.)
Battleships/battlecruisers - in history almost all nations build their battleship with same speed in mind with some exception. But I am not aware except R class after QE that any nation went several knots back with next classes - battleship design was more about evolution which is sometimes difficult to see with legacy fleet in 1920 (especially next class with lower caliber than previous one)

I think there are way too many short range ships and the ammunition magazines of capitals ships are very low so they all need a rebuild anyway.
