About a month ago, I made a suggestion in this thread that another forum member asked me to raise here. From that thread, suggestion I made was the following:
An addendum I'll make is that the sortie of the blockading fleet should probably consist of a number of small forces meant to represent patrolling ships already at sea, plus a number of larger forces that should usually, but not always (because intel perfect), match the number of separate escaping forces the blockade running fleet has (one for each sea zone the blockade running ships are moving to).
I'm generally not in favor of the suggestions that have been made that a blockaded nation should be able to force the blockading nation to accept a fleet battle or have the blockade broken, but it is a potential improvement that could be made for this particular situation (except with the consequence being the escaping force leaving the sea zone, not the blockade being completely broken). We could have a "mass blockade run" duty that ships could be set to. Whenever this duty is set for any ship in a blockaded zone (or entering a blockaded zone), a battle is started (unless declined) and all the ships leaving the blockaded zone for (or entering from) a particular zone are put into one force, with an objective to reach a point on the map far away in the direction of the destination zone (or, if entering, to reach a friendly port). Any ships with mass blockade run duty set that have no movement orders form a separate escort force that assists with combat if the enemy manages to intercept, but returns to base afterward and does not leave the zone. The whole enemy AF fleet is then sortied, and must find and bring to action the force performing the blockade run.
If the escaping force reaches the target point, or the battle is declined, all surviving ships move to the destination zone. Otherwise, the surviving ships, if any, remain in the zone.
