Did you take a colony near them?
In a game as France I beat Britian and took Malta. Italy which had been low threat and beaten down in earlier wars quickly ramped up.
Not sure what nation your playing but the language suggests Amercia and Britian has plenty of reason to want their land back.

I was playing as germany, and i had only had one, indecisive war with france where no territory even swapped hands, britain got mad at me for literally no reason.

The game passively ups tensions sometimes. Especially if there's already some tension with a specific power. This is done to force wars, sometimes unfavorable ones. Keeps things interesting. I'm currently fighting a war with Britain and Germany as China and tensions are high with France and Russia as well. It's a bad situation, I'm outgunned in every battle. I've lost some ships, I didn't want it to happen. And I'm happy about it lol. It's a nice challenge and keeps things fun when stuff doesn't totally go your way. There are definitely moments when the game is like wtf but this doesn't sound like one of them to me
