Hi all,
How is torpedo load out determined? What is the typical load out and what about atypical designs (i.e., ships with larger a number of tubes than is usual for a ship type or, an "All" - or nearly all torp design)?

i'm not sure about the question, but outside of 'you build your ships with however many torp tubes you want within the build rules', all your ships are always fully loaded with torps that have the newest technology for all battles
that's what's great about this game - YOU decide what a typical torp loadout is for all your ships. i put some side torps on all my ships, but i like to stuff as many torp mounts on my DDs as they can handle since they have good speed to put themselves into a position to launch them

I guess what I am asking is, how many torpedoes does a ship carry? Is it an absolute number or a certain number per tube. Example of an absolute number: Say the game assigns a ship 12 torpedoes no matter how many tubes your ship has...
Example of number per tube: The game assigns 2 torpedoes per tube and I design a ship with 4 tubes...I would have 8 torpedoes...

Are you sure, JF? I'm sure I've seen reloads - taking 30 minutes or so. But that might just be me interpreting a little.

DDs carry one per tube, once fired they're done. Big ships carry reloads, not sure how many, and I've never been in a situation where it mattered. And I'm not sure how CL deck tubes are treated.

In my experience, all deck tubes have 1 torp per tube, no matter what class of ship. Submerged tubes have unlimited ammo (historically, there were 3 torps per tube)

Gornik is almost correct. Deck mounted tubes have no reloads. Submerged tubes have two reloads per tube. Reloading takes between 30 and 50 minutes.

Are older ships automatically fitted out with the the best technology torpedoes? In other words if I am using a 1905 ship still in 1914 and have there has been significant advances in torpedo tech since the ship was built - is it using the new 'fish'?

Yes, ships will automatically use the latest type of torpedoes. This is admittedly something of a simplification, as realistically ships would sometimes have to be refitted to be able to take new types of torps, especially if new model torps were of different length or calibre, but a game can't simulate everything.

In practice, while submerged tubes were reloaded in combat, there is as far as I know only one historical example of a ship actually reloading deck tubes while in an engagement. But I would suspect, that it was during the operation at Guadalcanal.?
