I considered putting out a design with 18 inch guns, however, keeping the cost in mind, we believe the following would be an attractive proposal: Her size and speed make her the natural pair with the Lan Yang. She has an additional two 16 inch guns over the Lan Yang, but has traded reduced secondary gunfire and torpedo capability for improved armor on the conning tower and secondaries. Each ship type gives a certain number of points to blockade and totals are compared in Build Area sea zones to determine whether a blockade is in place. As I recall, the point values are as follows: BB 12, BC 10, B 8, CA 5, CL 3, DD 1. So BBs are 20% better than BCs at blockading on a per-ship basis. ...and making DDs the most efficient use of tonnage (and hence cost) for blockade units... Though I consider this an exploit.

I think the new cruisers will serve you well.
I'm interested in continuing, but can understand if you wrap it up at the end of the war. We seem to have lost a large number of participating shipyards of late.

I'd definitely advise going the badnought route.
You can experiment with cheaper ships...or go wing batteries.
View this game as an epic story, and less a 'beat the AI' experience.

I generally use 2 per capital ship until I get destroyer screen tech...then four per capital ship.
However, once during an experimental playthrough I discovered that having a fleet mostly consisting of destroyers is game breaking.
They can be used for blockade...so if you have enough of them you can blockade anyone and their battle fleet will be very wary of engaging your fleet...even though it should easily beat yours.
I built ships so that I had equal TONNAGE of each ship type...which meant by 1910 I had HUNDREDS of destroyers as Austria Hungary.
Insta blockade against Italy.
France refused to engage my fleet at all.
The game devolves however into a boring click fest of building more destroyers to cover your losses...just like building subs.

Now that is just a silly specification. The reason for the specification is silly, yes, but I regard the actual specification as reasonable even if the minimum requirement is a bit low. A min-spec design from an American yard might look something like one of these: View Attachmentand there's enough space between the minimum requirement and the cost limit to improve the armor up to something closer to that on previous proposals. Nevertheless, it's your choice whether you want to submit a proposal or not. Those ships can't stand in line of battle. They will blow up when under fire at any range. You may be willing to take that risk with your designs, I am not.
