The game supports the design of some multi-caliber steampunky monstrosities, but the dreadnought era begins just a few short years into a game that lasts until 1955. That's such a shame I think it would be interesting to have a "slow dreadnought development" option when starting a new game, similar to the existing "slow aircraft development". This would delay techs related to multiple centerline turrets, superimposed turrets, and main battery wing turrets, with some randomness involved, to extend the pre-dreadnought era.

You can slow down tech speed to achieve this currently, but as someone who enjoys making 'multi-caliber steampunky monstrosities' a little too much, I certainly agree.

You can decrease research rate when you set up new game. Just be aware that decreasing it from 100 % to 50 % does not mean that game plays 2 times slower, it is less as there is no issue with research in time ahead.

try playing the game at 10% research rate - i'v done it on RtW1 a lot and it's a lot of fun

Even at 50% you can have 70,000t 12x16'' monsters by 1935. For full diesel punk mode even 20/30% can be a bit too rapid.

I did a game on 30% research and still had huge 30,000 to 40,000 ton DN in the game by the 1920s. I would also love to see the ability to have a pre DN steam punk world.
How about an option to eliminate Aircraft all together and just have Airships for a true steam punk feel

Its definitely possible and easy for me to mod this Can you flesh out the idea by answering these? 1.How long of a delay are you looking for? 2. Do you want airships only for the full steampunk feel? 3. Are other ships being modified (Are destroyers/torpedo tech changing?)

reducing each dock build from 1000t to 500t would be appropriate to keep ship size in line with the slower tech progression

My personal wish list!
1. DN tech pushed back until the 30's 2. Dock size increases to be 500t. 3. DD size increases pushed way back as well 4. Torpedo improvements pushed back to correspond with DDs 5. Airship only 6. CA and CL multi center line guns pushed back to match DN
Now that to me would make for a fun Steampunk type feel for the game. Just my thoughts

It's hard to answer this without playtesting, but I was thinking of a delay of ~20 years; I read akinesia's reply, requesting ~30 years, so I think we're in the same ballpark. I don't actually want to play with historical pre-dreads for 20 years, but rather for tech to develop while retaining that pre-dread feel. As a result, I don't particularly want to eliminate airplanes, and we already have the "slow aircraft development" option. I hadn't thought much about destroyers and torpedoes, and I can see going either way with it. I'm sorry I don't have more definite answers I think these questions might best be answered by creating a beta mod and seeing how the community feels about it.

As someone who loves multi-caliber steampunk monstrosities and early-game point-blank brawls, I think a cool feature might be an 1880 start date and mechanics to allow for central-battery ships and lozenge-pattern main turrets like on French battleships from the 1890s and asymmetric turrets like those found on the Maine and those two Chinese battleships. Not sure if the game could support this, though. There are too many weird one-off never-done-again designs like those Italian monstrosities with 17" guns. But even an 1890 start where the standard pattern for pre-dreadnoughts took off could be fun.

1860s or even 1890s start would need a lot of work, as there are still wooden hulled ships in existence, many ships still use sails (to implement fully would need wind system developing) and there are several more armour types required - wooden-clad, wrought iron on wood, iron on iron, compound armour and possibly Harvey armour.
