All of the same issues, especially scattered fleets, fleets spawning on top of enemy fleets, and different groups of both fleets being intermixed are all still occurring

Yeah. I would like to note that there is always a noticeable lagspike before such a battle occurs. The game freezes for 10 seconds or so after accepting a "broken" battle generator, while "working" battles start instantly. Perhaps some kind of loop in the code causing it?
Here's another battle (the first one I got after loading my save) where my carriers spawned in the English Channel while my cruiser force spawned on top of the enemy fleet 450 nm away.

From my playthroughs 1.12 reduced how often this happened but I am still having the forces spawn on top of each other at dawn

Close should occasionally happen at dawn, but not on top. Just checking, are you using a mod?

A similar case in 1.11: In a BB battle near Iceland, the carrier division of my main force force spawned somewhere off Cape Verde. Oh, and the main division started just next to theirs. So, it's all just the usual mess...

Using 1,12 I was playing Japan with hostilities against the UK. The battle started just before local dawn, with my 2 BB group spawned in the middle of the UK's 3BB group. Exciting, but just a RNG event, no player input.
I've also had a couple of instances where the objectives are so far away from the spawned force that it's impossible to reach them before the timeout.

Honestly, I think it would be better to revert to the prior battle generator for now. While it prevents proper long range carrier duels, that's less of an issue then having your carriers spawning a thousand miles away and your battleline spawning in the middle of the enemy's.

Not always a bad thing...
I've just had 2 BCs (9x15", 30kt, 40000t BB armour) materialise next to one RN GB. That gave Japan a major victory...
