I´ve found 3 historical legacy fleet mods with custom savegame starts: 1900, 22, 36.
If I take only the ship templates of these mods and put them alltogether into a single savegame folder - lets say for a new 1900 playthrough - will the AI be able to incorporate those historical ship templates into their OOBs over the course of a 1900-55 playthrough?
When it comes to the exensions i. e. 13d, 12d I understand that the first number is the save slot but what is the meaning of the second number?

Hey, I'm the modder that made those. The design files included in my mods are different from templates, templates are stored in the data folder while ship designs are stored in the save folder. However, the files are very similar in structure, and only need a few small modifications to become templates So while what you are proposing won't work in the current form, it is possible to modify my files to make it work.

However, the files are very similar in structure, and only need a few small modifications to become templates So while what you are proposing won't work in the current form, it is possible to modify my files to make it work. I am looking for a 1900 start with superlarge fleet sizes and no historical budgets/ressources as this was suggested to me for a good playthrough experience. For this I wanted to use your creations in order to have historical ship designs appearing. I know it is not possible for the AI to build these ships exactly as historical as it depends on situation, money, research levels etc. but for this is perfectly fine and not even wished for as seeing historical/semi-historical ship designs while still keeping the sandbox/random aspect of the RTW2 would add for me a lot of flavour in comparison to full fantasy ships.
It was somewhat confusing to me as these semi official carrier "templates" were dropped here without further explanation which are to be copied into the savegame folder. I also found a thread that simply copying over ship designs might come with issues as it might enable to build ships way ahead of availability in certain cases.
So I assume the AI "pulls" information from the data folder templates, creates a modified ship design file out of them which is then stored in the save game folder.

The second number is the nation number - 0 is the player, and the other nations are assigned numbers corresponding to their position in the Tensions block within the game, with 1 being the left-most and 6 being the right-most nation. You can also find the nation numbers by looking at the order in which the nations are listed in the WarInfo file for the power that you're playing as.
For example, as Imperial Germany:

I already figured it out that it is some sort of nation ID but did not know that they´re numbered in relation to the placer faction. Good info, thanks.
