Being outside the "Northern Europe Sea Zone", is Iceland considered a Northern Europe possession? If I occupy Iceland as a none European nation, say, Japan, or the US, can I use Iceland as a base for operations, and add to my base capacity in Northern Europe? Or would the game ignore Iceland when it computes my base capacity in Northern Europe?

It is a NE possession. Taking Iceland as the US and expanding to 1000+ capacity has made for my most entertaining games.

Dohboy, I'm not going to say you are wrong, especially as you are writing in regards to baseing... But Iceland being a Northern Europe possession does not match my experience with it.
I had a game (v 1.22) as Germany where I acquired Iceland and it was later blockaded by France. However, I had France's Northern Europe sea zone blockaded. If you are correct than basing is independent of blockades or one of the blockade reports was a bug.

Well, actually Iceland, depending on whether you are on the eastern or western side, is on either Eurasia or North America. West is North America and East is Eurasia. I am sorry, but I can't help it, geography and geology were my major studies. Actually, I don't generally invade Iceland, its too cold and easy to take back.

Within the game, Iceland is a possession in the Northern Europe sea zone. You can check this for yourself by going to the Map tab, clicking on the Possessions tab in the sidebar, and expanding the sea zone whose possessions you would like to view.

Seawolf, you are correct, blockades only apply to the home-countries. The pop-up notification that I got was that enemy warships were patrolling off Iceland un-opposed -40(?) victory points. I read and interpret that as the possession being blockaded... So my bad.
In the messages (without pop-up) I was seeing something akin to gain 240 victory points for blockade of France... They fell shortly there-after due to revolution, so I'm assuming the pop-up stating that French warships were patrolling Iceland un-opposed was in error.
Aeson, I'm assuming it was a bug at this point. Moving ships to the new world did take care of the pop-up. Thank you for the guidance.

I legitimately didn't know of the possessions tab until now and I have been playing RTW2 since launch and finished like 5 campaigns.
