Gunnery: Gunnery training will give your ships 10% better accuracy when firing guns. It will
cause maintenance costs to be 30% higher.
Night fighting: This will give your ships a bonus when spotting enemy ships at night, and less chance of hesitating before opening fire at night. It also gives a 10% accuracy bonus at night.
20% increase in maintenance.
Torpedo tactics: This will make your light forces more alert when carrying out torpedo attacks, quicker to react on flotilla attack orders and give better hit chances when firing torpedoes. 20% increase in maintenance

I do quite like the idea of cumulative effects I'd love the idea of focussed training for different bits of the fleet. Battleships do gunnery, Cruisers do gunnery and night fighting, Destroyers do torpedoes and night fighting... Not sure why my Colonial Sloops are costing me more for Torpedo attack lessons for example?

I view training like an onion. In the core, is each individual, enlisted and officer. He is trained at a school then on the ship. The next layer is the ship where each section is trained to fight together, gunnery, engineering etc. The next layer is the grouping of ships such as a flotilla. They train together to fight together and achieve tactical goals. Next is the division, whether it is a battleship division with escorts, carriers with escorts etc. They train together to enable them to accomplish operational goals. The last part of the onion is the entire fleet. Their training is designed to fight and accomplish the operational but also the strategic goals set down by the Navy and government.
Now, this is what I call "cumulative".

Accumulative effects would be cool.
I'd also like having the training rate be adjusted based on the average rating of the fleet. If your crews are mostly veteran and elite, new ships should have accelerated training because of the higher quality training cadre available.
