Still after 2 patches claiming to fix this. I ran the test again. USA 1920. Techs at level 20 or 21 get high priority, everything else low. 12% research budget. 1943. No techs beyond 21 ever researched.

The test you ran was the new game started fresh with 1.04, correct?
I was about to start a new game myself, but was wondering if this bug was actually fixed...

I can confirm existing games are still stuck at 21, will try a new game in the week and see if anything is different.

I will have the beta crew look this over & play-it-out to see what they come up with. Thanks for the reports.
From my checking with the Beta crew it turns out the highest Tech is level 21, so that is not a bug.

That's not true. I hate to tell a developer how his game works, but there are techs beyond 21. Electro-optical directors, 500 psi boilers, and improved armor alloys are all higher than 21.

Ahh, I likely mistook the report from the tester then (see below) - perhaps it means they cant get past 21...will check with Fredrik to get to the bottom of it. Thanks.

Some techs end at 21 some go beyond. I've manually upgraded my tech through save files to check them all
