I'm playing Chin China from 1900, currently it's 1925
My technology has advanced to being able to build airbases + expand to 40 a/c, I have the technology to build Seaplane carriers, air dropped torpedoes; however, I cannot build any aircraft. I get the message that I should buy from another country, but there is no option to request this...
Do I have to wait until some ally offers me aircraft to purchase? - I'm currently allied to UK and Germany - both have active aircraft development.
Is this working as intended?

Allied purchase of airplanes should be a thing. Have you tried to buy one?

Go to the aircraft type screen. Select a role you want in the drop down list compare types. Then right click an aircraft type you want and select "Buy license".

The problem is you can only buy from allies which IMO should only be during wartime

No, you can by from countries with 4 or less in tension if you are one of the smaller nations.

I'm just "involved" with Japan, but the UK built CA (9x8", advanced director) seems to be the real deal!

No, you can by from countries with 4 or less in tension if you are one of the smaller nations. I think that there's a bug that stops that after you have one alliance, but that's somewhat hard to check

Sorry for the delay.. With regard to the above, as Chin China, I had treaties with UK and Germany, didn't prevent purchasing licences. Colin
