I should hope not, given missiles were part of the feature list of base game that we have been waiting for for quite a while now.
It would be a damn shame if the Devs pulled a shitty Ubisoft/EA move like that.

Steve, NWS has been pretty good on committment and valuing us customers. I am convinced that any DLC would be so content/mechanism heavy beyond any previous RTW2 claims that no one should be dissatisfied.
So, wishlist time for those things beyond non-DLC RTW2 (in no particular order):
Controllable (of a sort) Helicopters with radar and, evenually, ASM (and a hefty ASW bonus off-battles)
Operational war-play like in SAI campaigns
Full missile evolutionary cycle until 1990 (also general tech extension)
Homing mechanisms for missiles and torpedoes
Complex CAP and alpha strike tactics (with missile volleys, AEW radar, tanking...)
Some air/sea cooperation (player input int aerial asset behaviour after launch)
Blue-on-blue (subject to tech progress, deselectable realism opion)
Localized weather variation on map during battles (visibility impairing rain squalls)
Better smoke (and smoke screen) implementation and depiction
Improved intel panel (better almanach that is fully updated with intel results)
Choice for superstructure layers to mask secondary guns and abovedeck torpedo mounts
Task Force organisation (off-battle)
revamp of force selection/ship tasking to enable benefits from specialising designs
designable MTB/FAC that behave more aggressively (and smarter)
Shore defence design and placement on map
Special long range benefits for coastal guns (extended sightlines from hills/mountains, extra high elevation, accuracy benefits from preregistering and extended baseline targeting with dispersed optics etc.)
Coastal defence ASM's
Better mine placement (i.e. no more random dotting, but fields and barriers)
