As far as I know, 1 and 2 are a yes. I don't really know about 3 or 4.

I believe that the design templates are mostly tied to year as there have been cases of the AI using year-appropriate templates despite not having the technologies to actually build such ships, though that may have changed since Fredrik said he did something to try to prevent that from occurring.
DesignPriority is supposed to affect the balance of speed, firepower, and armor on the computer's ship designs, though I don't know how much of an effect it has in practice. 0 is default (no particular emphasis); Britain has DesignPriorty=2, so that's presumably firepower priority going by historical British capital ships of the WWI era; Germany has DesignPriority=3, so that's presumably armor priority going by historical German capital ships of the WWI era; and Italy and Russia have DesignPriority=1, so that's presumably speed priority going by historical Italian ships of the Interbellum period and the Russian Gangut-class battleships.
RGP1 and RGP2 are rapid growth periods; RGP1 is the earlier period (game start through ?1915) while RGP2 is the later period (from the end of period 1 to the end of the game, if I recall correctly). These both cause base resources to increase by a flat value (I believe 350) once per year for the duration of the appropriate period. I believe that using a value of 1 will cause this increase to occur in August while using a value of 2 will cause it to occur in February, though that is RTW1 information and I have not checked that for RTW2.
GGP is the flag for Rapid Economic Growth, which causes a power's base resources to grow by 1% three times a year (April, June, December) instead of the default two times a year (April, December).

But what if "varied technologies" is activited? Or set a slow research speed? I also found some other options,they're GovernmentChange,FlahFires,HBR,TechnicalExcellence,Colonies

But what if "varied technologies" is activited? Varied technologies has no impact on technology availability; it only affects the utility of certain things, e.g. some turret types might be much worse than normal. That would be the primary circumstance where the computer has been reported to use (historical) period- but not (in-game) technology-appropriate designs. The 1.21 patch notes say that the computer's designer has been adjusted somehow to work better with reduced research, but I don't know what that adjustment entailed.
I believe that this allows and sets the government type resulting from coups - 4 for Fascist, 5 for Communist.
I believe that this is the flag used to increase resistance to suffering flash fires after the power suffers some on their ships during the game.
Historical Base Resources - base resources setting for the "historical resources" option in game creation.
I believe that this is the flag for the national characteristic that the manual calls "Attention to Detail," which is supposed to reduce the likelihood of hidden faults or defects in ship designs. This might reduce the likelihood of negative class leader commissioning events (failed to reach design speed, overweight, etc.) as it feels to me as though Britain, Germany, and the USA suffer less of those events than France, Austria-Hungary, and post-Undeveloped Shipbuilding Industry Japan, but I haven't tried collecting statistics for it to back that up.

Starting in 1920 the US legacy fleet usually has many BCs with short range, which seems unrealistic. I tried to change the data, setting "range = 1" in the "save" sub file of my "game" file, but in the OOB screen the letter S continues to appear near the BCs name. Can any of you help me?

You'll have to change it to range=1 for every ship affected, and then go into the save folder and change their classes to also be range=1 Alternatively you can fix the IDes files to not be short ranged so the autogenerator doesn't give you those

Limiting to set range = 1 for a class of ships in the "Save" subfile of my "Game" file, I noticed that after the first rebuilding the range has become "medium", as is reasonable.

Technical Excellence is something else you are thinking of Attention to detail (also named so in the files) Attention to detail does exactly what you describe Technical Excellence (or Technology leader in the manual) basically means you gain a boost to research speed and you will always try to stay ahead of others in research
