Enable the Hold-Fire commands for AI divisions.

This would be a great QOL fix if we could have the hold fire, hold fire for ten minutes, and hold torpedoes commands NOT greyed out for AI controlled player ship divisions.  Especially on Captains mode its incredibly time consuming to have to bring every single division under your command and then order them to hold fire(and then micromanage them for the duration) versus just being able to order them to hold fire.

It would be even better if we could get those commands for entire groups
