Let ships move between home regions while warming up

Don’t know how easy this would be coding wise, but it would make it more convenient for countries like the US, France, China, and Spain, if you could move ships around home regions while retaining the WU status for the experience gain

Good idea.

I would also like to be able to move ships from Mothballed to Working Up in time of war so that they don't become available for combat straight away.
