So I was playing around building a new ship. Before these experiments, my budget was -2636. I laid down my ship and decided it was too expansive, so I put it on hold. I was very surprised by budget was now around -3000. Wtf? Where does this extra cost come from? So I scrapped it on the same turn. Now my budget is -2641! Nothing has changed, why are by cost now 5 per month higher than before?
If that's always the case, that would explain why my never can never compete with everyone else.

Huh, cost per month shouldn't have gone up, but your actual cash on hand should have gone down as laying down a new class costs money immediately

Are you playing with any mods? No, so far I have not tried any mods.

You paid maintenance costs even if you hold construction.
You still need to use a slipway, you need to maintain all equipment , material which was planned to be used etc.
This is intentional.

Also it doesn't explain why my budget is now different than before, even though nothing as actually changed.
Edit: It just happened again. Got new research and wanted to benefit from it by changing an existing ship design, that was finished, but not build yet. The only way (I know) of doing that, is to lay down a ship and open the design, so the editor has the "Developed from class, 10% change" line. Then I cancel the ship and switch back to the design window, so I can keep the name. Doing this, my "budget" (monthly balance) dropped from +119 to +31 this time. Now I'm certain why I can never afford anything later in the game.
I saved before I tried that, and after loading my balance is now only +22! WTF?

I just experienced a reverse situation: Beginning of turn, Balance: 4883 I order 12 DDs for 407/month each, total 4884/month. Now my monthly Balance is: 1901
I don't mind it this way around.... but could someone please explain?
There was also some money subtracted form my current funds, but not much. Do I only need to pay it once per class?
