First, I'm not sure this is really a bug but it sure looks like it. Start: 1900

I have watches numerous battles close to land and close to some of my coastal batteries and never seen a report in the log about those batteries actually shooting. This battle, a Russian CL and his DD escorts sailed right past one of my 6" batteries and nothing in general log, so I checked the log of the battery and lo and behold, nothing.
The Russian ships in this screenshot passed from South-West to North-East where they are now right along the coast and right past that battery and apparently not a single shot was taken.

One of our beta testers pointed out that coastal guns work (can see them fire during the save game), but their gunnery apparently does not appear in the combat log.

In a recent battle I saw my batteries shoot, but from hundreds of rounds fired scored not a single one hit. They themselves however were hit plenty. Both of those observations seem wrong to me. As a fixed installation without any pitch, roll, acceleration or steering to worry around and other advantages their shooting should be way better than any ship. As a target they are minuscule (at least the bits that matter) and spread out over a large area further reducing the hit probability. They can also be hidden from view. So shooting at a battery should be akin to firing at shadow in a bank of fog.
Lastly, coastal artillery has way to little ammo.

From what I can tell in IDes Light CD guns carry only 130 rpg, while 10" carry 110, and heavy carry 90. Most only have rangefinders, but turrets have central firing, and late game turret coastal defense get directors. In any case they carry less rounds than usual and have worse fc than ships of their era. All of this is pretty easily moddable so I'll look at changing it
