Was playing as the USA recently and I noticed that I got an event that my shipbuilding industry became efficient. I was not aware that this was possible to get, as in the 1920 start, Japan only loses the inefficient trait and Britain remains the only one with the Efficient trait, so I wonder what could have caused me to gain it when playing from a 1900 start. Is it only able to happen to the US, or is there a specific thing that can allow anyone without poor education to achieve it?

As far as I remember from RTW1 you have to build x # of capital ships above y tons over a span of z years. No idea what any of those numbers are, but hypothetically any nation can achieve it given enough time and money.

For the record I think this event (gaining an efficient shipbuilding industry) may carry a latent bug, as whenever I play as Japan - which gets this event a lot - I don't see any signs that my shipbuilding becomes more efficient.

The easiest way to tell is BB build times, default is 33 months, inefficient is 36 months, efficient is 30 months
