As I understand it, every strategic turn minelayers lay mines and then the minesweepers sweep them. Does it count all ships in an area with minesweeping gear or only those on active force. Similarly having 2 destroyers per ship decreases the chance of a submarine torpedoing one of your ships but does a destroyer on trade protection count for this value? As an aside do destroyers or corvettes on trade protection still lay mines?

As far as I understand it:
Ships on trade protection do not sweep mines or protect the fleet against submarines. They only protect convoys against raiders and submarines. Minesweepers on active fleet protect the fleet in their respective sea zone, and on foreign stations they protect the sea zone they are currently residing in. Destroyers on active fleet protect the fleet from submarines. I think ships on trade protection would still count as laying mines but I am not sure.

Only destroyers on active fleet duty count in the “deterrent” role against submarines. DDs and KE do still lay mines on TP duty last I checked Hope that helps!

Yes thanks, and does the size of the destroyer matter for the deterrent role, for example would a 500 ton minesweeper provide the same protection as a 2500ton destroyer? I used to use corvettes in RTW2 for minesweeping but I realise they don't count for the deterrent so it makes more sense to use a destroyer now. Also why can't corvettes use torpedo protection systems anymore? As I understand it it makes surviving a submarine torpedo attack or striking a mine more likely.

KEs most likely can't use TPS because they are supposed to be cheap and disposable warships, TPS is a major investment that increases their cost.
KEs (and DDs) equipped as minesweepers spend roughly half their time sweeping mines and the other half on ASW duties, although I'd expect the deterrent effect to be based on the ASW rating more than the size.

KEs and DDs actually CAN use TPS. It's actually one of the things to put excess weight in when topweight starts limiting your ships rather than displacement.

KEs on AF can't duty count in the “deterrent” role against submarines? I had many KEs in the AF to protect fleet destroyers in RTW2...
