Well, at first I was disappointed when the engine (or anyone else who could be blamed for this... *g*) promised me a convoy defense mission between Hispaniola and Cuba, but pitted a only bunch of destroyers against two BBs. But then darkness fell and I thought: Anyway, why not give it a try and go in for some torpedos? And that was the end of HMS Renown and HMS Anson...
Oh yeah, I did something similar against a CA coming for my convoy, my CLs and DDs waited for nightfall to close in and shank her with a torpedo to the magazine!

I believe I have ships properly "chained." Perhaps I simply need to wait until contact with the enemy for the fleet to transition into a battleline. I'll do some testing. Basically, yes. The parallel lines of squadrons in cruising formation can very quickly maneuver into a battle line when the time comes. It seems counter-intuitive, but it works better than keeping your fleet in Conga-Line formation all the time.

It's a shame that all that heavy, expensive belt armour on that heavy, expensive flattop didn't do it any good in the event! Clearly it should have mounted 8" guns instead!

I put 250 rounds on my 16,000-ton CAs just to fill up room that a later CVL conversion could use for planes. If you cut them to 15,500 tons you can bulge them when you convert them instead. A tempting idea because I want anti-torpedo protection on my carriers, but I'm not sure if it's worth losing speed over. I don't install new engines on my CVLs if I can avoid it, too much extra expense.

I find it completely fair, since I can skunk the AI right back by turning my escort ships around, in the hopes that our fleets never make contact.
Giving transport ships and important land targets high point values is good, in my opinion: Navies operate to achieve objectives, and the objectives are often something other than "blast the enemy fleet into a giant coral reef and oil slick" like you've sailed into the Thunderdome, or booted up a match of [insert online multiplayer Navy game here].

BC refits are a pain in RTW2, if you don't keep up with whatever the modern benchmark speed is, your ship ends up becoming a BB.
It makes for some interesting decision-making, whether you just let it sit obsolete, install new engines, turn it into a CV...

When did you start the game: 1900 What nation were you playing?: CSA Were there any start options that were not the default?: Very Large Fleet size. Describe the issue in detail: My CVLs did not show up for a Fleet Battle against the USA. (October 1926) What were you doing when the bug occurred?: I accepted a Fleet Battle against the USA, and only the single converted CVs of both fleets showed up for the fight alongside the BBs, BCs, etc. What did you expect to happen and how was the result you saw different than you expected: I expected my 4 CVLs to join my CV for the Fleet Battle, since all ships are supposed to show up for a Fleet Battle. Instead, only my CV showed up for the battle (alongside the BBs, BCs, etc.). I double-checked after the battle that my CVLs were in the correct location and in Active status. Can you describe how to reproduce the bug?: Enter a Fleet Battle whilst having both CVs and CVLs. (I ended up in another Fleet Battle very soon after this and, again, my CVLs abandoned me - but enemy CVLs showed up to help them!)
(After loading a save from right before the beginning of the war and trying again, I ended up in another fleet battle where only 2 CVLs showed up. What IS the logic here for bringing CV/CVLs to Fleet Battles? I was hoping to bring all my ships...)
Perhaps this is Working As Designed, since I didn't have Carrier Task Forces researched yet...

Yeah the AI cheats a little, though it’s usually in your favour, it’s fun being able to easily kill any enemy cruiser in the early game because they are all dumb 3 gun designs with lots of AA The above-deck torpedo tubes they tend to carry can be lethal when they decide to machinegun you with torpedoes.

Torpedo Hits are not recorded in the Air Details panel.
I Sneak Attacked the Soviets and believe me, there were plenty of air-delivered torpedo hits...

I was fighting a Raider Battle as Japan (+USA) against France... Upon detecting that two enemy CAs wanted to engage, my CA engaged its emergency FTL drive and teleported a thousand miles away!
(It turns out one of them was actually a CL, but better safe than sorry!)

What combination of button+click are you using to set a direction for your ships to turn in, without automatically advancing the game by another tick???

I played through a game as Japan in the Demo last night, I managed to convert my three game-start CAs to CVLs, set up a pair of AVs, and made an airbase.
I managed to provoke the French (And shortly thereafter the Americans) into a war, and I waited nearly 2 years for a meaningful battle that involves my carriers.
Finally, the enemies decided to try and bombard Formosa, and sent a battlecruiser squadron. My 2 AVs showed up along with a CVL. (The AVs didn't work, as reported above already)
The auto-scouting was pretty nifty, I must say, but I seem to be doing something wrong with my airstrikes. I think I literally only launched a single torpedo bomber (which hilariously did manage to torpedo a DD).
Am I supposed to wait longer between pressing the Ready Strike and Launch Strike buttons? I know I'm missing something.

Legacy Fleet Battleships are something I find I can skimp on to a certain extent, mixing First and Second class Battleships, to save on cash and increase numbers. I once saw someone play a USA game where they said they were making a 'historical' navy, and they had some fairly pathetic Battleships. I feel inspired by that, and a Germany game where someone had their Bs as short-range, single forward-turret-only 'monitors'...
They'll be obsolete soon anyways, but are necessary for a while to keep the politicians happy and your country from being blockaded.
What I believe Legacy Fleet and early game CAs need even more than a Battleship-like armament, is extra speed. That speed is the ability to close in and destroy ships you want to hunt, and extra ability to escape those you want to escape.
Cruiser Battles with well designed and handled ships reliably give you victories, while Fleet Battles are unpredictable in the early game.
