can we get an outside of game ship designer that is unlocked (no restrictions out side of class restriction ) ?

I was thinking that perhaps switching from coal to oil firing should eliminate the development discount no matter how many other things remain the same. Would not going from coal bunkers to oil tanks and the other associated changes of switching to oil fuel like the need for extensive piping routed through the ship and the reduced manning and berthing/mess spaces require an extensive redesign to any previous coal powered ship class? Not a big deal, I realize the majority of the focus is on RTW-2. It was just a thought.

Dunno if it has already been posted 66 pages is a bit too much to read... but something that might be good is number of slipways for the ships' construction. Actually construction is only limited by dock size. Si if your dock size is 20K tons you can build at same time 1, 2, 3 or 10 or 100 or 10000 ship of 20K tons... while it was the number of large slipways that limited ship construction. If you have 5 large slipways you shouldn't be able to build more than 5 large ships at a time...

The developers are focusing their time and effort primarily on RTW-2 now. However, the idea was discussed in the RTW-2 suggestions thread so it's definitely possible that the concept might get implemented in that game.

how about basing the draw-minor-major victory/loss conditions more on ship numbers i just lost prestige for sinking 3 enemy cl's for the loss of 2 of my own so i think the system might need a look over before rtw-2
