Are overweight ships accepted as design tonnage or overweight tonnage?

My extremely serious and grognardy offering and that is extremely grognardy and serious. Let the record show that I downloaded Markodash's file only I repeat only so I could be sure that I had the formatting right. I don't know what any of his ships look like or anything. Hello fellow admirals,
To hype up the RtW2 launch, I will be doing a Rule the Waves fleet design tournament this week. You design four ship types (BB, BC, CL, DD) with end-game technology, within certain (WNT) tonnage restrictions, and submit those designs to me.
I will then put together a tournament bracket and begin simulating the combat between different player submissions (using my simulator). The winner may even get a prize!
The tournament rules are based on Washington Naval Treaty regulations. Here they are:
Tortuga's Rule the Waves Multiplayer Tournament Fleet Competition Rules
A. Design Files - using full tech (1925+) - 1 BB (x4 ships) - 1 BC (x2 ships) - 1 CL (x6 ships) - 1 DD (up to 12 ships)
B. Tonnage 1. BB & BC: max tonnage per ship of 35,000; max total for all six of 200,000 tons 1a. BC minimum speed of 29 kts; BB minimum speed of 21 kts 2. CL: maximum 6-inch guns; max tonnage per ship of 6,000; max total of 36,000 tons 2a. minimum speed 29 kts 3. DD: max 5-inch guns; total tonnage of 12,000 tons; choose one of the following: 3a. {12x 1,000 ton; 10x 1,200 ton; 8x 1,500 ton}, min. speed 30 kts
Good luck and good hunting! Tortuga
just want to mention that you can't maximize tonnage for the BB/BCs to stay under 200,000t - i had to do the math to realize i had to downsize them below 35,000t to get under the max limit (35,000t x 6 = 210,000t)
also tortugapower are you going to manually check to make sure DD ship counts in the TFs correspond to their tonnage? people may forget to reduce the DD count in the file if they build 1500t DDs or increase the number if they build 1000t ones

Thank you for hosting this Tournament! Just asking for a quick Rule clarification. You mentioned accommodation in the video and that it should be set to normal. I wanted to ask if there's a similar ruling concerning range, freeboard and maybe fuel-type (coalbunker providing protection?)?

C. Design Restrictions: 1. Minimum ammunition is 100 2. Crew accommodations set to normal (not cramped) 3. Medium Range 4. Normal engine priority 5. Obviously, no mods (vanilla designs) freeboard does not look to be effected and neither does fuel type id still recomend a normal freeboard because if its a fight in heavy weather you will loose oil/coal might be a choice but id go with oil so i can invest the rest of the tonnage in torpedo protection gonna be alot of destroyers

Yep, the BB and BC thing is intentional. I want to see what people choose to prioritize and give another degree of design constraint.
I will check that the fleets are "up to spec", with any violations resulting in a DQ (although we'll still have fun examining and simulating them).

Ships have to meet tonnage requirements. No overweight ships, even if it's a legal design. We'll pretend a "God is watching" oversight committee, who really doesn't like the Russian designers of this time.

Question: How do we organize our ships if we have more than 6 CL?

Question: How do we organize our ships if we have more than 6 CL? Unfortunately, I can't allow you to have more than six CLs. If everyone else is building six, that wouldn't be fair.

It might be wise, then, to mention that instead of having 36000 maximum tonnage in CL, one is allowed to build 6 CL up to 6000t in displacement. It is a minor distinction, but, I believe, a fairly important one.

But i think freeboard is an interesting choice because yes in bad weather it will hurt you, but the advantage in good weather is fairly sizeable, which basically means you're gambling on the weather either way because you don't know what your enemy has taken.

I will allow freeboard to be low, but the simulator does penalize this. Use at your own risk!
